Baluakan's Wish - Catchup Friday Reading Material


At the foot of Mount Pinatubo, lived the couple Baluakan and Bikang. They were known for their diligence and perseverance. Despite this, many years had passed without their special wish being granted. A wish they longed for every single day.

One morning, "Baluakan, breakfast is ready. Let's eat," said Bikang. "Alright Bikang, let's eat and then head to the field," replied Baluakan. After eating, the couple prepared their tools for tilling the soil and then set off to their farm.

On their way to the field, they met Nanay Epang. "Where are you two headed, my children?" asked Nanay Epang. "We're going to the field to prepare the land for planting," said Baluakan. "My, you two are very hardworking. What is all this effort for?" asked Nanay Epang. "That's just it, until now our long-awaited blessing hasn't arrived," replied Bikang.

"Well, my children, just wait. Surely, it will come. Take care," said Nanay Epang. "You too," replied the couple.

When they reached the field, they started preparing the soil for planting. Baluakan arranged the plots where they would sow the seeds and performed a ritual. Meanwhile, Bikang cooked boiled sweet potatoes and heated water for coffee. After work, they happily shared the snacks prepared by Bikang.

That night, the couple slept deeply due to exhaustion. In the middle of the night, Baluakan suddenly woke up from a dream. "Bikang, my dear," said Baluakan. "What is it, what happened?" asked Bikang. "I had a dream! It said that it's good to plant in the spot where I placed the offering," replied Baluakan happily. "Ah! That sounds great then. Thank you, Lord Namalyari," replied Bikang.

Every day, the couple was always in the field. They worked together on the farm, cleaning the land and hiring others to plow and remove weeds.

Their lives revolved around the farm. They took good care of their crops like rice. Despite the hard work, they were happy. Their love and dedication remained, even though they knew something was missing in their lives.

One night, Baluakan found Bikang on the balcony lost in thought, tears in her eyes. He immediately asked her what was troubling her.

"Baluakan, I am blessed by your hard work, care, and love for me. But the one thing that can fulfill our union, I still cannot give you," Bikang said sorrowfully.

Baluakan felt the weight in Bikang's heart, so he thought of ways to make his wife happy again.

Baluakan defied the elders of their tribe. Their only answer was faith in the power of Lord Namalyari.

Baluakan knew in his heart that Lord Namalyari could grant their wish. He led a prayer facing east, where the sun rises. It was followed by the lighting of candles and the chanting of prayers.

Days, months, and years passed. Their wish remained elusive to Baluakan and Bikang. But this strengthened their bond as a couple.

"Bikang, come, I brought some fresh fruits from our farm," Baluakan invited. "Thank you, Baluakan," said Bikang. She immediately ate the ripe mango.

"I'll go to the mountain to catch some birds for our dinner," Baluakan announced. Bikang nodded, smiling. She knew this was Baluakan's way of showing his love for her.

The sky was clear. Baluakan was greeted by the cool breeze and the cheerful chirping of birds. It felt like something enveloped him. The rising sun in the east seemed to accompany the thousands of blessings bestowed upon creation.

Baluakan prayed fervently. "Lord Namalyari, thank you for the continuous blessings you give us. We still believe that you will grant our wish," Baluakan pleaded wholeheartedly.

Bikang warmly welcomed her husband back and prepared coffee. The couple shared a joyful dinner as if they were newlyweds.

"Bikang, you are the fulfillment of my dreams. I am fortunate, and you are given to me to be with for a lifetime," Baluakan expressed. "Thank you, Baluakan. You are also precious to me," replied Bikang.

In the following days, there was something different about Bikang's demeanor. Even her fellow women noticed. A meaningful smile was visible on Baluakan's face.

Bikang woke up from a peaceful sleep. Baluakan also noticed the change in Bikang's demeanor. He immediately checked her pulse and was surprised by its unusual beat.

Baluakan's wish was finally granted by the blessing of Lord Namalyari. Indeed, there was now a little life in Bikang's womb. Her pregnancy brought joy to the couple.

"Bikang, I am deeply grateful to Lord Namalyari because our wish has been fulfilled," Baluakan said. "You're right, our faith has helped us be given a child," Bikang agreed. The couple loved each other more and eagerly awaited the birth of their child.

Days passed quickly. A healthy young boy was now with the couple. Botsokoy always accompanied them wherever they went.

"Thank you, Lord Namalyari," Bikang expressed her gratitude. "Dad, can I come to our field?" Botsokoy asked. "Sure, just walk," Baluakan replied playfully, lifting him onto his shoulders. Bikang watched them with joy, saying, "Thank you, Lord Namalyari."

Ang Hiling ni Baluakan - Catchup Friday Reading Material


Sa paanan ng Bulkang Pinatubo, nakatira ang mag-asawang sina Baluakan at Bikang. Sadyang napakasipag at napakatiyaga ng mag-asawa. Sa kabila nito ay napakatagal at ilang taon na ang nilipas ng kanilang natatanging kahilingan. Isang kahilingan na inaasam na dumating sa bawat araw.


Isang umaga.
“Baluakan, nakahanda na ang almusal. Kain na tayo,” wika ni Bikang.
“Sige Bikang kain na tayo at ng makapunta na tayo sa bukid,” sagot ni Baluakan.
Pagkatapos kumain, inihanda na ng mag-asawa ang mga kagamitan sa paghahanda ng taniman at saka nagtungo sa kanilang bukid.


Sa kanilang paglalakad patungo sa bukid ay nakasalubong nila si Nanay Epang.
“Saan kayo pupunta mga anak?” tanong ni Nanay Epang.
"Pupunta po sa bukid upang maihanda ang lupang pagtatamnan,” wika ni Baluakan.
“Aba! Sobrang sipag naman ninyo. Para saan ba ang pagsisikap na ginagawa ninyo?” tanong ni Nanay Epang.
"Iyon nga po eh, hanggang ngayon wala pa rin ang aming inaasam-asam na biyaya,” sagot naman ni Bikang.


"Sige, mga anak, hintayin na lang ninyo. Pasasaan ba at darating din iyan. Mag-ingat kayo,” sabi ni Nanay Epang.
“Ingat din po kayo,” sambit ng mag-asawa.


Pagdating ng mag-asawa sa bukid ay nagsimula na silang maghanda ng lupang pagtatamnan. Inayos ni Baluakan ang halak na ilalagay sa lupang pagtatamnan at pagsasagawa ng ritwal. Samantala, si Bikang naman ay nagluto ng nilagang kamote at nagpainit ng tubig para sa kape. Pagkatapos ng trabaho, masaya silang nagsalo sa meryenda na inihanda ni Bikang.


Kinagabihan, napasarap ang tulog ng mag-asawa dahil sa pagod. Sa kalagitnaan ng gabi, biglang nagising si Baluakan sa isang panaginip.
“ Bikang, asawa ko," sabi ni Baluakan.
“Ano iyon, anong nangyari?" tanong ni Bikang.
“Nanaginip ako! “Maganda daw magtanim doon sa lugar na nilagyan ko ng hal-ak,” ang masayang sagot ni Baluakan.
“ Ah! Maganda pala kung ganoon. Salamat, Apo Namalyari,” sagot ni Bikang.


Araw-araw ay palaging nasa bukid ang mag-asawa. Nagtutulungan sila sa paggawa sa bukid. Nilinis na nila ang kanilang lupang taniman at kumuha rin ng mga kasama na magaararo at magtatanggal ng mga damo.


Nakatuon sa bukid ang buhay ng mag-asawa. Inaalagaan nilang mabuti ang kanilang pananim tulad ng palay. Pagod man sa pagtatrabaho sila naman ay masaya. Nanatili ang pagmamahal at pagsusumikap nilang dalawa kahit na alam nila na may kulang sa buhay nila.


Isang gabi, naabutan ni Baluakan sa may balkonahe si Bikang na may malalim na iniisip. Nakita niya may bakas ng luha ang kanyang mga mata. Kaagad niya itong inusisa.
“Ano ang bumabagabag sa iyo, Bikang?" tanong niya.


“Baluakan, napakapalad ko dahil sa iyong pagsisikap, pagaalaga, at pagmamahal sa akin. Ngunit ang tanging makapagpupuno sa ating pagsasama ay hanggang ngayon hindi ko pa rin maibigay sa iyo,” buong kalungkutan na nasambit ni Bikang.

Ramdam ni Baluakan ang bigat sa puso ni Bikang kaya siya ay nag-isip ng paraan kung paano mapasayang muli ang asawa.


Sumanggani si Baluakan sa mga nakatatanda sa kanilang tribo. Iisa lamang ang kanilang kasagutan, ang pananampalataya sa kapangyarihan ni Apo Namalyari.


Taos sa puso ni Baluakan na maibibigay ni Apo Namalyari ang tanging kahilingan nila ni Bikang. Pinangunahan ni Baluakan ang panalangin na nakaharap sa silangan o lugar na kung saan sumisikat ang araw. Kasunod ang pagsindi ng talo at panalangin ng mga baliyan.


Lumipas ang mga araw, buwan, at taon. Ang kanilang kahilingan ay sadyang napakailap kina Baluakan at Bikang. Ngunit ito ang lalong nagpatibay sa kanilang pagsasama bilang mag-asawa.


“Bikang, halika at may dala akong mga sariwang prutas mula sa ating bukid,” yaya ni Baluakan.
“Salamat Baluakan,” sabi ni Bikang. Agad na kinain ni Bikang ang hinog na mangga.


“Ako ay tutungo na sa bundok upang manghuli ng ibon para sa ating hapunan,” paalam ni Baluakan.
Agad na tumango si Bikang na may ngiti sa labi sabay paalala na mag-ingat . Alam niya na ito ay tanda ng panunuyo ni Baluakan sa kanya.


Maaliwalas ang kalangitan. Malamig na simoy ng hangin ang sumalubong kay Baluakan kasabay ang masasayang huni ng mga ibon. Tila may lumukob sa katauhan ni Baluakan. Ang sikat ng araw sa silangan ay tila sumasabay sa sanglibong biyaya sa mga nilikha.


Napausal ng taimtim na panalangin si Baluakan.
“Apo Namalyari, salamat po sa patuloy na biyaya na ibinibigay mo sa amin. Patuloy pa rin po kaming nanampalataya sa iyo na iyong pagbigyan ang aming kahilingan ni Bikang,” buong pusong pagsusumamo ni Baluakan.


Agad na sinalubong ni Bikang ang asawa at ipinaghanda ng kape. Isang masayang hapunan ang pinagsaluhan ng mag-asawa na parang bagong kasal.
“Bikang, ikaw ang katuparan ng aking mga pangarap. Mapalad ako at ikaw ang binigay sa akin para makasama habang buhay,” pahayag ni Baluakan.
“Salamat, Baluakan, ikaw man ay napakahalaga sa aking buhay,” sagot ni Bikang.


Sa mga sumusunod na araw ay mayroon nang kakaiba na napapansin sa tindig ni Bikang. Maging ang mga kapwa niyang kababaihan ay nagkaroon na ng haka-haka. Isang makahulugan na ngiti ang nababakas sa mukha ni Baluakan.


Nagising si Bikang mula sa mahimbing na tulog. Napansin din ni Baluakan na nag-iba ang pakiramdam ni Bikang. Agad niyang sinapo ang pulso at nagulat sa kakaibang tibok nito.


Ang kahilingan ni Baluakan ay nabigyan na ng katuparan sa biyaya ni Apo Namalyari. Tunay nga na mayroon ng munting buhay sa sinapupunan ni Bikang. Ang kaniyang pagdadalang tao ay nagbigay na kaligayahan sa mag-asawa.


“Bikang, lubos ang aking pasasalamat kay Apo Namalyari dahil natupad na ang ating kahilingan,” pahayag ni Baluakan.
“Tama ka, ang ating pananampalataya ay nakatulong na mabigyan tayo ng anak,” sang-ayon ni Bikang.
Higit pang nagmahalan ang mag-asawa at sabik na hinintay ang pag-luwal sa kanilang anak.


Mabilis na lumipas ang mga araw. Isang batang lalaki na may malusog na pangangatawan ang kapiling na ng mag-asawa. Laging sumasama si Botsokoy saan man sila magpunta.


“Salamat, Apo Namalyari," pasasalamat ni Bikang.
“Tatay, sama po ako sa bukid natin,” sabi ni Botsokoy.
"Sige, basta maglakad ka,” pabirong sagot ni Baluakan sabay sakay sa kanyang balikat.
Buong kasiyahan na pinagmasdan ni Bikang ang kanyang magama sabay usal ng,"Salamat, Apo Namalyari."

A New Dawn for Domestic Workers in Central Visayas: Wage Increase Announced

In a significant move towards improving the living standards of domestic workers, the Regional Tripartite Wages and Productivity Board in Region VII (Central Visayas Region) has issued Wage Order No. ROVII–DW-04 on 18 April 2024. This order increases the monthly minimum wage of kasambahays (domestic workers) by P500 across all areas.

Revised Wage Rates

The revised monthly wage rate for chartered cities and first-class municipalities in the region will now be P6,000, up from the previous P5,500. For other municipalities, the new minimum wage has been set at P5,000, marking an increase from the earlier P4,500.

The Approval Process

In accordance with existing laws and procedures, the wage order was submitted to the National Wages and Productivity Commission (NWPC) for review. After careful consideration, the NWPC affirmed the wage order on 22 April 2024. The wage order is set to be published on 25 April 2024 and will take effect 15 days post-publication, i.e., on 11 May 2024.

Factors Considered for the Increase

The decision to increase the wages was not taken lightly. It considered the results of a survey conducted and public hearings, as well as the needs of domestic workers and their families. The employer’s capacity to pay and the existing socio-economic conditions in the region were also taken into account. The Board, which is comprised of representatives from the government, management, and labor sectors, conducted public hearings on 07 April 2024 in Minglanilla, Cebu, and a wage deliberation on 18 April 2024.

Impact of the Wage Increase

The wage increase for kasambahays is expected to benefit a total of 107,931 domestic workers. Approximately 14% (15,099) of these workers are on a live-in arrangement. This move is a significant step towards ensuring fair wages and improving the living conditions of domestic workers in the region.

Ensuring Compliance

To ensure compliance with the new wage order, RTWPB VII will undertake information campaigns. For further clarifications on the matter, the RTWPB can be reached through its email address rb7@nwpc.dole.gov.ph.

The last wage order for domestic workers in the region was issued on 24 May 2022 and became effective on 14 June 2022. This new wage order marks a significant improvement in the wages of domestic workers, reflecting the region’s commitment to ensuring fair compensation for all workers.

The K to 12 Basic Education Program End-of-School-Year Rites for the School Year 2023-2024

The Department of Education (DepEd) has recently announced the conduct of the End-of-School-Year (EOSY) Rites for Kindergarten, Grade 6, Grade 10, and Grade 12, as well as Alternative Learning System (ALS) learners who have satisfactorily met the curriculum requirements at the end of SY 2023-2024.




A Simple but Meaningful Celebration

In line with the provisions stipulated in DO 009, s. 2023, the Updated Implementing Guidelines on the Annual Conduct of the K to 12 Basic Education Program End-of-School Year Rites, the Graduation and Moving-Up Ceremonies are expected to be simple but meaningful. These rites mark a significant milestone in the lives of the learners. However, they should be conducted without excessive spending, extravagant attire, or extraordinary venues.

No Non-Academic Projects as Graduation Requirements

Non-academic projects, as articulated in DO 66, s. 2017, such as attendance at field trips, film showings, the Junior-Senior Promenade, and other school events, shall not be imposed as graduation or completion requirements. This ensures that the focus remains on the academic achievements of the students.

No Collection of Fees for the Ceremony

For public schools, expenses relative to the activity shall be charged to the school’s Maintenance and Other Operating Expenses (MOOE), subject to existing guidelines. Importantly, no DepEd personnel shall be allowed to collect any kind of contribution or fee for the Graduation/Moving-Up Ceremony.

Safety and Protection of Learners and Attendees

To ensure the safety and protection of learners, teachers, and attendees, schools are advised to hold their EOSY Rites in indoor venues with proper ventilation or covered courts. This is to avoid exposure to the extreme heat of the sun. Schools are also advised to avoid scheduling their EOSY Rites during the time of the day when temperatures are at their highest.

DSWD Prepares for La Niña: Puts Disaster Preparedness and Response Strategies in Place

The Department of Social Welfare and Development (DSWD) is gearing up for the onset of the La Niña phenomenon, expected to occur this June. The department is ensuring that its disaster preparedness and response strategies are in place to mitigate the potential effects of the wet season, according to an agency official who spoke at the Media Forum at the Central Office’s New Press Center in Quezon City on Thursday, May 2.

Assistant Secretary for Disaster Response Management Group (DRMG), Irene Dumlao, announced the approval of the Buong Bansa Handa project and the ongoing procurement process. The project aims to expedite the delivery of assistance when the rainy season arrives.

The Buong Bansa Handa project will establish two parallel supply chain mechanisms for disaster preparedness and response, enhancing the department’s capacity to meet the needs of families in various disaster-stricken areas. The first mechanism involves a national and local government-driven supply chain that will enhance the production capacities and processes of the DSWD’s National Resource Operations Center (NROC) in Pasay City, the Visayas Disaster Resource Center (VDRC) in Cebu, and warehouse and storage facilities across the 16 DSWD Field Offices.

The second mechanism will see the DSWD forging partnerships with established large and small groceries, supermarkets, manufacturers, and distributors. This collaboration will leverage their technical expertise and resources to create a private sector-driven supply chain.

Assistant Secretary Dumlao also highlighted the department’s efforts in monitoring relief supplies and ensuring that there are enough family food packs (FFPs) and non-food items (NFIs) prepositioned in different warehouses across the country. As of April 29, a total of 387,124 FFPs have been prepositioned in the 10 DSWD hubs, while 602,113 boxes of food packs were sent to the 66 spokes and 545,526 FFPs in the 849 last-mile facilities across the country.

The DSWD is also monitoring evacuation centers to ensure that evacuees will be provided with necessary interventions. These measures underscore the department’s commitment to ensuring the safety and well-being of Filipinos, especially during the upcoming wet season.
