Requirements for LTO Transfer of Ownership

Here’s a checklist of the documents and requirements you need to prepare:

1. Original Documents from the Seller

  • Original Certificate of Registration (CR): This document proves the vehicle’s current registration status.
  • Original Official Receipt (OR) of Registration: Confirms that the registration fees are paid.
  • Deed of Sale: A notarized document signed by both the seller and buyer to formalize the transaction.

2. Valid Identification

  • Photocopies of government-issued IDs from both the buyer and the seller. Ensure that signatures match the Deed of Sale.

3. Additional Vehicle Documents

  • PNP-TMG Clearance Certificate: This certificate ensures that the vehicle is not stolen or involved in criminal activity.
  • Emission Testing Certificate: Proof that the vehicle passed the required emissions test.
  • Taxpayer’s Identification Number (TIN): Both the buyer and seller should have TINs, as this is required for the transaction.

4. Clearance and Other Certifications

  • Original Mortgage Release (if applicable): If the vehicle was under a loan, secure a certificate from the financing company that the mortgage has been cleared.
  • Barangay or Affidavit of Loss: If documents like the OR/CR are lost, an affidavit must be provided.

Steps to Transfer Ownership at LTO

  1. Prepare the Required Documents
    Ensure all the necessary documents are complete and properly filled out.

  2. Secure a PNP-TMG Clearance
    Visit the nearest PNP-Traffic Management Group (TMG) office to obtain a clearance certificate. Bring the Deed of Sale, OR/CR, and valid IDs.

  3. Undergo Emission Testing
    Proceed to an accredited emission testing center and have your vehicle tested. Secure the emission certificate as part of the requirements.

  4. Go to the LTO Office

    • Visit the LTO branch where the vehicle is registered or a branch that accepts transfer of ownership transactions.
    • Submit all the documents for evaluation.
    • Pay the necessary fees, including transfer tax and other charges.
  5. Wait for the New OR/CR
    Once processed, the LTO will issue a new Certificate of Registration (CR) and Official Receipt (OR) under the new owner’s name.


Common Fees

  • Transfer Tax: Usually 1% of the vehicle’s selling price or market value, whichever is higher.
  • Processing Fees: Around PHP 500–PHP 1,000 depending on the branch and other charges.

Tips for a Smooth Process

  • Double-check all documents for accuracy, especially names, signatures, and vehicle details.
  • Visit the LTO early to avoid long queues.
