Guidelines for Submission and Receipt of Application Documents: A Comprehensive Overview

The Department of Education (DepEd) has released detailed guidelines for the recruitment, selection, and appointment to higher teaching positions through DepEd Order No. 20, Series of 2024. These guidelines emphasize transparency, objectivity, and integrity in the application process, ensuring equal opportunities for all aspiring candidates. Below, we provide a comprehensive summary of the requirements and processes to assist applicants in successfully navigating this procedure.


1. Submission of Application Documents

All interested applicants must submit the required documents to the respective Human Resource Management Officers (HRMOs) through the Records Unit or designated sub-committees on or before the deadline specified in the Schools Division Office (SDO) memorandum.

2. Mandatory Documentary Requirements

Applicants are required to prepare and submit the following documents:

a. Letter of Intent:

  • Addressed to the Schools Division Superintendent (SDS).
  • Should include a statement of purpose/expression of interest and the specific learning area/subject group the applicant intends to teach (if applicable).

b. Personal Data Sheet (PDS):

  • Use CSC Form No. 212 (Revised 2017), including the Work Experience Sheet.

c. Proof of Residency:

  • Photocopy of Voter's ID or any other proof of residency.

d. Professional Regulation Commission (PRC) Credentials:

  • Valid and updated PRC License/ID and Certificate of Board Rating.

e. Academic Records:

  • Transcript of Records (TOR) and Diploma.
  • Proof of completion of graduate or post-graduate units or degrees, if available.

f. Employment History:

  • Duly signed Service Record or Certificate of Employment.

g. Evidence of Prior Appointment:

  • Photocopy of latest appointment papers (for promotion applicants).

h. Specialized Training and Certifications:

  • Certificates of relevant professional development or specialized training.
  • TESDA National Certificate (NC) or Trainer’s Methodology Certificate (TMC), if applicable.

i. Performance Ratings:

  • At least three (3) performance ratings with a minimum "Very Satisfactory" rating, as required.
  • The latest rating must cover one full performance period in the current position.

j. Additional Requirements:

  • Checklist of Requirements and Omnibus Sworn Statement on the authenticity of submitted documents.
  • Data Privacy Consent Form in compliance with RA No. 10173 (Data Privacy Act of 2012).

3. Additional Notes

  • Online Submission: Electronic copies of the documents may be submitted online, provided compliance with RA No. 8792 (Electronic Commerce Act of 2000). Hard copies must be submitted upon request for verification purposes.
  • Non-Submission Consequences: Failure to submit mandatory documents by the deadline will exclude the applicant from the official pool. However, additional documents (if required by the HRMPSB) may be submitted later without disqualification.
  • Responsibility for Authenticity: Applicants must ensure the completeness and authenticity of their documents, as verified through an Omnibus Sworn Statement. Submission of fraudulent documents will result in disqualification and potential legal action.

4. Process Integrity and Objectivity

To maintain transparency and fairness:

  • Each applicant will be assigned a unique application code to anonymize identities during the selection process.
  • The SDS may designate sub-committees to assist in receiving and verifying applications.
