Spearheaded by the Department of Education (DepEd), the ELLN program, officially launched through DepEd Order No. 12, s. 2015, aims to equip Kindergarten to Grade 3 teachers and instructional leaders with the knowledge and skills to effectively deliver quality literacy and numeracy instruction.

This initiative is grounded in Republic Act 10533, also known as the Enhanced Basic Education Act of 2013, which emphasizes the importance of holistic learning and lays the foundation for the K to 12 curriculum.
