Public school teachers have another important update to watch this World Teachers’ Day as the Department of Budget and Management (DBM) moves forward with the processing of the FY 2024 Performance-Based Bonus (PBB).
As the country celebrates World Teachers’ Day on October 5, 2026, the government is continuing efforts to facilitate the release of the FY 2024 PBB for eligible government personnel, including qualified personnel of the Department of Education (DepEd).
The latest development is particularly significant for public school teachers who have been waiting for the completion of the administrative and budget processes needed before the bonus can be released.
FY 2024 PBB Has Already Been Approved
The FY 2024 Performance-Based Bonus is no longer simply awaiting government approval.
The Executive Order No. 61 Technical Working Group (TWG) issued Resolution No. 2026-1, formally providing for the grant of the FY 2024 PBB. This was followed by Memorandum Circular No. 2026-1, which contains the guidelines for implementing the FY 2024 PBB. The DBM posted the resolution and memorandum circular in July 2026.
This means the government has already established the framework for the FY 2024 PBB. The remaining process involves the submission, validation, determination of eligible personnel, and subsequent release of funds to covered agencies and their qualified employees.
For teachers, this distinction is important. The approval of the PBB does not necessarily mean that the bonus will automatically be credited to every teacher on the same date. The concerned agency still has to complete the required procedures before the actual payment can be processed.
DBM and DepEd Working on the Next Steps
The Department of Budget and Management has said that it will work closely with DepEd to facilitate the necessary budget release for the FY 2024 PBB of eligible public school personnel.
Under the FY 2024 PBB guidelines, agencies are required to comply with specific reporting and eligibility requirements. The process includes the preparation and submission of Form 1.0, which identifies the offices or delivery units and the officials and employees who are entitled to the PBB.
For DepEd, the completion of this step is particularly important because of the size of its workforce and the number of public school personnel covered by the assessment.
According to the latest announcement, DepEd has 20 calendar days from receipt of the Final Eligibility Assessment Report from the Technical Working Group to submit its Form 1.0 to DBM.
Once DBM receives the complete and accurate submission, it will proceed with the necessary review and processing of the budget documents, including the Special Allotment Release Order (SARO) and Notice of Cash Allocation (NCA), subject to applicable government rules and procedures.
What Does This Mean for Public School Teachers?
For eligible public school teachers, the latest development means the FY 2024 PBB is moving closer to the actual release stage.
However, teachers should avoid interpreting the announcement as a guarantee that the bonus will be credited immediately on October 5.
The process still involves several administrative steps. DepEd must complete its required submission, DBM must review the documents, and the corresponding allotment and cash authority must be processed before the payment can reach individual personnel.
In other words, approval of the FY 2024 PBB and actual receipt of the bonus are two different stages of the process.
The government has nevertheless indicated that it intends to expedite the remaining steps.
How Much Is the FY 2024 Performance-Based Bonus?
The amount of the FY 2024 PBB is not necessarily the same for every qualified government employee.
Under Memorandum Circular No. 2026-1, the PBB rate is tied to the agency's overall performance score. For an agency that obtains the maximum score of 100 points, the PBB rate is 65% of the employee's Monthly Basic Salary (MBS) as of December 31, 2024.
The guidelines provide corresponding rates for lower agency scores. An agency must obtain at least 70 points under the prescribed performance and accountability framework to qualify for the PBB.
Therefore, teachers should not assume that every qualified employee will receive an identical peso amount.
The individual amount depends on the applicable PBB rate and the employee's salary information and other eligibility considerations under the official guidelines.
Who May Qualify for the FY 2024 PBB?
Eligibility is governed by the official FY 2024 PBB rules and is not based simply on being employed by a government agency.
The guidelines establish agency-level requirements involving areas such as Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results.
Individual personnel must likewise satisfy the applicable requirements.
The rules also provide different treatment depending on the length of government service during FY 2024. Qualified personnel who rendered at least nine months of service and meet the required performance rating may be eligible for the full grant, while personnel who rendered at least three months but less than nine months may qualify on a pro-rata basis, subject to the other requirements.
There are also circumstances that may result in an employee being excluded from the PBB, including certain final administrative or criminal cases and other forms of non-compliance identified under the guidelines.
For this reason, teachers should rely on the official DepEd announcement or their authorized school/division personnel when checking their individual eligibility.
Will Teachers Receive the PBB Soon?
The latest government statements indicate that the process is moving forward.
In July, the DBM said qualified government employees could begin receiving the FY 2024 PBB as early as October, following the completion of the necessary validation and agency submissions.
On October 5, President Ferdinand R. Marcos Jr. again referred to the government's ongoing processing of the FY 2024 PBB and directed concerned agencies to ensure an orderly and faster process.
This provides an important indication that the government is treating the release as an active priority.
Still, the exact date when individual teachers will see the PBB credited to their accounts may depend on the completion of DepEd's submission and the succeeding DBM fund-release procedures.
