Assessment of Classroom Observations

Teachers may choose from the following two scheduling options for full-period classroom observation:

  • Option A: Two (2) full-period classroom observations in the 4th Quarter, with objectives (COT) distributed across observations.

  • Option B: One (1) full-period classroom observation in the 4th Quarter covering all objectives (COT).

4. How do teachers determine which classroom observation option to choose?

The scheduling options will be agreed upon by the teacher and the observer. The decision will consider factors such as class schedules, number of teachers to be observed, and other relevant considerations.

5. Will the reduction from 4 to 1 or 2 full-period classroom observations apply in future school years?

No, this reduction is only applicable for SY 2024-2025. Separate guidelines will be issued for the next three-year cycle of PMES for teachers.

6. How will I be rated for Objective 8 and Objective 9 if I do not have learners with disabilities, giftedness, or those in difficult circumstances?

Teachers without such learners will need to integrate strategies addressing their needs into their lesson plans for the classroom observation. The integration must be highlighted and annotated.

7. What happens if a teacher does not meet the required COT objectives?

Teachers will receive the lowest rating in the rubric level. For example:

  • Proficient Teachers: Lowest rating is 3.

  • Highly Proficient Teachers: Lowest rating is 4. A low rating means that some indicators were not observed or met.

8. What happens if my classroom observation is scheduled on a day when I am absent due to an emergency?

The observation must be rescheduled as soon as possible within the 4th Quarter timeline.

9. Can I request a redo if my lesson does not go as planned during the observation?

No, classroom observations for performance evaluation cannot be redone. However, non-rated formative observations through walkthroughs or short-period observations can be conducted to address gaps.

10. Can I appeal my classroom observation rating?

You may discuss your rating with your observer during the post-observation conference. Final ratings are based on reasoned and consensual judgment among multiple observers, if applicable.

11. If I receive different ratings from multiple observers, which one will be recorded?

Observers conduct an Inter-Observer Agreement Exercise to finalize the rating.

12. What if my school is affected by a natural disaster? How will classroom observations be rescheduled?

Schools may request an adjustment of the timeline with the approval of the Schools Division Superintendent (SDS).

Assessment of Non-Classroom Observable Objectives (NCOIs)

13. When should the assessment of NCOIs take place?

Assessment may be conducted during the post-observation conference or at any agreed-upon time within the 4th Quarter.

14. Can teachers submit Means of Verification (MOVs) from previous quarters?

Yes, MOVs from previous quarters shall be valid and accepted.

15. Do teachers need to prepare a portfolio for MOVs?

No, a physical portfolio is not required. However, teachers are encouraged to maintain a repository of teaching-learning materials for accessibility and resource sharing.

16. How can I effectively document my progress for non-classroom observable objectives?

Maintain a personal repository of teaching-learning materials. While a physical portfolio is not required, documents should be available when needed.

17. What MOVs are acceptable for teachers who transferred schools mid-year? Who validates them?

Acceptable MOVs are outlined in Figures 7 and 8 of DM 017, s. 2025. The current school's assigned rater(s) will validate the MOVs. Approval from the previous rater is not required.

18. Should we submit physical or digital copies of MOVs? Are there specific formats required?

Submission of a portfolio is not required. Teachers only need to present relevant MOVs during evaluation. Physical or digital documents may be presented depending on their original format.

Computation of Ratings

19. What if I receive an unsatisfactory rating? How can I improve before the next evaluation?

Use feedback from your rater, attend mentoring and coaching sessions, and apply best teaching practices to improve your performance.

Submission of IPCRF

20. Are newly hired teachers who joined in January 2025 required to submit IPCRF?

Yes. As per CSC MC 6, s. 2012, personnel who have served at least 90 days in their current position must accomplish and submit the IPCRF.

21. Are teachers on maternity leave during the entire 4th Quarter required to submit IPCRF?

No, teachers on maternity leave for the entire 4th Quarter are not required to submit the IPCRF. Their performance commitment and ratings from the previous rating period will be used for performance-based benefits.
